John R. Spencer is admitted to the practice of law in Texas, Alaska, and Washington. He is admitted to practice before the United States Supreme Court, as well as before the Ninth Circuit Court of Appeals. He attended Lee College from 1958 to 1960 with studies in Chemical Engineering. He received a B.B.A. from the University of Texas in Business in 1964, and an L.L.B. from the University of Texas in 1965. He served as a Post Judge Advocate in the U. S. Army from 1967 to 1970. He served as City Attorney for the City of Anchorage, Alaska, from 1971 to 1975. He served as Vice President and General Counsel for RCA Alascom, a telecommunications company, from 1975 to 1977.
While at RCA Alascom he negotiated site access agreements with villages and towns in Alaska, with populations greater than 43 persons, and all of the site access for the entire long distance communication system in Alaska. He served as Executive Director of Municipal Utilities for the Municipality of Anchorage from 1977 to 1981. He served as Regional Administrator, USEPA Region X from 1981 to 1983. Thereafter he went into private business and created and served as President of Riedel Environmental Services from 1983 to 1986. He then created and served as President of SRH Associates, Inc., d/b/a SRH Alaska, Inc., from 1986 to 1991. Mr. Spencer returned to private practice of law in 1991. For several years his principal office has been in Tacoma, Washington. Because of his long connection with Alaska, he continues to represent clients in that state as well.
Mr. Spencer's varied positions have given him a unique blend of experience with regulatory and legal issues from the lawyer's, business manager's, and regulator's perspective. He has experience with drafting municipal codes, lobbying on environmental issues, and representing clients in front of EPA. Since 1984, Mr. Spencer has focused on representing clients on environmental matters, including insurance recovery, defense of environmental matters for businesses, recovery of remediation costs, and wetlands issues. He has represented mining interests before hearings board in DOI and DOA as well as state agencies. He helped form a Regional Center for meeting the needs of foreign investors seeking immigration through investment and represents many clients with business properties. He has served as counsel for responsible parties in both state and federal Superfund Sites.
Pamla Parker Foley. Pamela Foley came to our firm after graduating from Lewis and Clark College of Law in 2001. Prior to her law career, Mrs. Foley worked as a Realtor and in marketing, advertising and fundraising. Her past experience included managing complex events, negotiating contracts and working with clients to provide quality service and results. Pamela continues to be involved in the community as a volunteer with her local PTA and as Chairperson for Logistics with the American Heart Association Heart Walk.
